SUBJECT: SITREP 14: “ THE FREDONIA PROJECT” OBSERVATIONAL DISPATCHES FROM AMERICA IN CRISIS AUGUST 13 2025
SUMMARY:
IN ACCORDANCE WITH MFA DIRECTIVE 1826-APRIL-1, THIS EMBASSY HAS INITIATED A REGULAR SERIES OF ANALYTICAL DISPATCHES REGARDING THE INTERNAL DYNAMICS OF THE UNITED STATES. THE SERIES, DESIGNATED “THE FREDONIA PROJECT,” WILL BE CIRCULATED UNDER STANDARD SITREP PROTOCOL. UNAUTHORIZED PUBLICATION HAS BEEN OBSERVED VIA THIRD-PARTY ENTITY KNOWN AS “THE STEADY STATE.” PRESUMED LEAK. NO ACTION REQUIRED.
This Fredonia Embassy WDC Sitrep, 014, issued for the 2-13 August, 2025 period, embraces a new format, encouraged to do so by our relatively new Ambassador. Events in Washington move at a rapid pace, in multiple directions, often including or introducing subjects that are entirely new to the diplomatic, international, and tasteful guidelines this delegation has previously witnessed. In an attempt to capture the activities and statements the staff of the Fredonian Embassy is, for the first time, using AI. The pieces we obtain from AI will be so identified; they will also be checked for accuracy and bias. The AI will simply identify policies and actions, and we will provide analysis and comment that is fully our own.
The Ambassador will continue the practice of comments from our position here in Washington DC. That position remains physically as it has been for decades, but feels wildly different, given the new masked and camouflaged armed soldiers and FBI agents, and tanks and police vehicles in the streets and around the buildings. Further comments on this change will be provided in the text of this and forthcoming Sitreps.
We look forward to the Ministry’s comments on our new format and how it comports with what they need to hear from us. And, we thank you for your attention to this matter.

Law Enforcement & National Guard Deployment (Aug. 7–13)
Trump declared a “crime emergency” in Washington, D.C., deploying approximately 850 federal officers and agents for round-the-clock operations, leading to over 100 arrests (firearms, narcotics, undocumented immigrants). National Guard troops were visible in central D.C., signaling aggressive enforcement priorities and a display of federal authority over local policing. (Ambassador comments: In reality, a place where this Administration visits only occasionally, there is no crime wave in Washington D.C. The only upsurge in theft, waste, fraud and abuse is, as pretty much all of late night tv has noted, at 1600 Pennsylvania Avenue where felonies and misdemeanors are at an all time high. Should this President or his allies in the federal and state institutions really be interested in eliminating homelessness, hunger or the crimes that result from those conditions, perhaps they should not have passed or supported the Big Beautiful Bill and its massive cuts to programs which might actually eliminate homelessness, hunger, or poverty.)
Plan for persistent federal control over D.C. law enforcement signaled a possible shift toward stronger federal oversight of local jurisdictions. (Ambassador comments: To say this situation is temporary is gaslighting of the highest order. Crime rates across all measures of offenses is down, in WDC or in Los Angeles among other cities lower than it’s been in decades. There is no doubt that unless Republican legislators somehow develop spines and other organs, or Democrats win enormous majorities in the already-rigged 2026 elections, this military occupation is a first step on the road to militias and law enforcement officers invading American cities , homes, workplaces and places of worship. Those places of worship may all become part of a Christian Nationalist fellowship which is now represented, mainly, by the office of the Secretary of Defense.)
Gavin Newsom Girds for Effective Resistance
This week saw Governor of California Gavin Newsom expand his efforts to blunt Republican moves to redistrict Texas and increase the number of Republican representatives to Congress. Newsom has scheduled a statewide election for 4 November 2025; the election will put the question of an out-of- cycle redistricting effort to the voters, as the California state constitution requires. According to Politico Pro, California’s Democratic leaders say they have the votes to do this.
At the same time, Newsom spent some time and capital tweeting in “Trumpese”– trolling, mimicking and dissing the President, in exactly the way Trump does with anyone who does not bend to this will. Newsom’s use of the Trump “tweeting style” has ensured many more views from many more communities than his own communication would normally get. (Ambassador Comment: Since Newsom first called Trump and Governor Abbott of Texas out on the questionably legal Texas redistricting, Embassy Fredonia staff have noticed a level of energy in the resistance to Trump himself and his 2025 Plan. There was evident in demonstrations, and other renunciations of Trump and his “policies,” following his inauguration However, the beginning of Newsom’s Trump Troll (please, ignore all of the inferences of the alliteration there) seemed to infuse the resistance with a new spirit and, dare we say it, support. Fredonia Embassy staff has witnessed increased optimism and activity since Newsom took this action against Trump. As leader of the most populous state in the United States, 39 million (to Texas’ 31 million and Florida’s 23 million and New York’s 19 million)(per Wikipedia) and the fourth largest economy in the world (per International Monetary Fund’s Nominal GDP projections) Newsom has the platform and record to stand up to Trump in ways that most other US politicians cannot. And, it appears to the Embassy Fredonia staff that many citizens of the US are highly supportive of his efforts and methods.)
Energy & Trade Policy (Continuing Implementation)
The Trump administration is continuing to repeal wind and solar tax credits, terminate clean energy subsidies, streamline mining/permitting, and prioritize “energy dominance.” Federal agencies are reviewing all regulations for rescission that hamper traditional (fossil fuel-based) energy production, with active withdrawal from international agreements, including, yet again, from the Paris Climate Accord. (Ambassador Comments: Other effects notwithstanding, this should present a problem for the Secretary of Health and Human Services, Robert Kennedy, Jr. Being healthy and not dead appears to be too “woke,” for Trump. Secretary Kennedy will likely slash efforts by America’s health establishment to blunt the effects of these policies. Iron lung, anyone?)
Higher entry fees for foreign visitors to national parks began rolling out to fund infrastructure and reinforce “America First” priorities in tourism policy. (Ambassador Comment: Taxes determined by income and other factors that the pre-Trump IRS used, would normally cover these costs. And, in the olden days, visits from foreign visitors were welcomed. Pre-january 2025 this was a “smart power” tool as these visitors see first hand the benefits of , as they see first hand the benefits of American democracy and support pro-US policies by their own governments.)
Domestic Reactions
Public Response
Trump’s tough law-and-order stance has drawn support among conservative voters, especially in red states, but has provoked widespread protests and criticism from civil rights groups and progressive officials. Concerns focus on federal overreach, militarization of local policing, and targeting of immigrant populations. (Ambassador comments: To those who feel safer with a military presence on the streets, we suggest that you make a short visit to DC or Los Angeles. If seeing hulking masked, armed, camouflaged, unidentifiable beings lurking around your streets, your museums, your monuments isn’t unsettling to you, perhaps there are other underlying conditions for which you should see a professional.)
Rising entry fees and cuts to clean energy programs sparked opposition from environmentalists, small business owners in the tourism sector, and state/local officials in states reliant on wind and solar jobs. (Ambassador comments: Again, Trump’s backward looking agenda and ignorant economic policies will likely have long term negative consequences for the US. But for now the “one percent” is better off.)
International Reactions
Foreign Governments
European liberal democracies voiced strong disapproval of U.S. withdrawal from the Paris Climate Accord, increased border security, and Trump’s openness to striking a separate Arctic deal with Russia. Leaders in the Baltics, Scandinavia, and the Benelux countries have warned that Trump’s policies risk destabilizing local energy markets, undermine democratic norms, and embolden authoritarian actors in the region. (Ambassador comments: It remains to be seen how long it will take Trump’s foreign policy team to understand the problems with having fewer and fewer allies.)
France and Germany criticized planned U.S. trade barriers and rollback of climate commitments as undermining global cooperation and increasing uncertainty for European exports and green energy investments.
(Ambassador comments: As we saw during Trump’s first term, he has little if any ability to build something permanent or to engineer a lasting accord on anything, as well as his antipathy to and ignorance of things science. His only “talent” is to destroy what exists and put something in place that either never worked or worked decades ago, in a different world. His first term saw a huge tax cut for the rich, that resulted in an enormous increase in the ever-present Republican boogeyman: the debt. He could neither get Mexico to pay for his wall, nor could he build it without them.
Now, he is taking away federal regulations, without replacing the benefits they provided or what they had been put in place to do. He is cutting back on renewable energy sources and increased dependence on fossil fuels. The staffers here at the Fredonian Embassy expect nothing different this time and are bracing for infinitely worse policies and outcomes.)
Effects on Small European Liberal Democracies
Economic and Security Impact of Trump “policies” outside the US
The rollback of U.S. climate and energy collaborations threatens investment in green technology sectors crucial for small EU economies, notably Estonia, Luxembourg, and Denmark. Increased U.S.–Russia cooperation on Arctic and energy matters has raised fears of a power shift in northern Europe and reduced leverage for EU policies.
American pressure for tougher immigration controls, and possible reduction in U.S. support for NATO, has intensified security anxiety, prompting calls to strengthen EU-wide defense mechanisms. (Ambassador comments: Again, these Trump policies feature Trump’s backward looking ideas, and desire to return to some imagined time when, at least in his “mind,” the US was more, um, something. We have not seen a democratic leader of any country take so many steps backwards in quite a long time, and we are still in the early days of this administration. And we are dizzy.)
