SUBJECT: SITREP 15: “ THE FREDONIA PROJECT” OBSERVATIONAL DISPATCHES FROM AMERICA IN CRISIS AUGUST 17 2025
SUMMARY:
IN ACCORDANCE WITH MFA DIRECTIVE 1826-APRIL-1, THIS EMBASSY HAS INITIATED A REGULAR SERIES OF ANALYTICAL DISPATCHES REGARDING THE INTERNAL DYNAMICS OF THE UNITED STATES. THE SERIES, DESIGNATED “THE FREDONIA PROJECT,” WILL BE CIRCULATED UNDER STANDARD SITREP PROTOCOL. UNAUTHORIZED PUBLICATION HAS BEEN OBSERVED VIA THIRD-PARTY ENTITY KNOWN AS “THE STEADY STATE.” PRESUMED LEAK. NO ACTION REQUIRED.

Preparations for a high-profile Alaska summit between Trump and President Vladimir Putin began with a focus on Arctic security, energy, and renewed diplomatic/economic collaborations. Official details released indicated the summit would stress resource security and U.S.–Russian cooperation but raised anxiety among European liberal democracies about weakening NATO cohesion and U.S. commitment to Europe’s security framework.
Russia welcomed the Alaska summit plans, claiming this marks a “new era” of pragmatic U.S.–Russian relations. (Ambassador Comments: A new era heavily weighted in favor of Putin.
Any official details about any meeting between Trump and pretty much any other foreign leader, but especially Putin, is, at the very least, gaslighting. Trump wants a Nobel Prize and equal status with Putin; neither of which he would have in any normal world. He dislikes/does not understand NATO, its purpose and its history. He has made references to favoring one world divided into three spheres: US, China and Russia.
Trump has tried multiple ways to outmaneuver Putin, and failed each and every time. Ahead of the summit, Embassy Fredonia staffers had no insights on US “thinking” or policy on Russia; most of our State Department Russia contacts had vanished, and we have no relationship with nor confidence in Special Envoy Witkoff’s dealmaking skills. To say we were concerned would too obviously mock Maine Senator Susan Collins’ persistent “concerns” and equally persistent inaction.
No one, likely including Trump himself, has any idea what the US negotiating posture will be or, in fact, what the US seeks to achieve, besides getting Trump his Nobel Prize. For the record, this is what happens when real estate developers (hint: not Putin) enter the world of diplomacy. At the very least, it is not pretty.)
On 15 August, 2025, US President Donald J Trump met with Russian President Vladimir Putin at Joint Base Elmendorf-Richardson, Anchorage Alaska. The meeting lasted almost three hours, and included issues around the Ukraine War, which started on 24 February 2022, when Russian troops invaded Ukraine. That invasion was unprovoked and illegal. And, has not, yet, resulted in Putin’s desired end: annexation of all or part of the sovereign country of Ukraine by Russia.
No definite deal came out immediately following the summit. Both Trump and Putin noted in their “press conference” that there was “progress,” and “many points were agreed to.” Each also commented that obstacles remained and “the most significant” questions were not fully answered. However, both leaders committed to further pursuit of a negotiated peace to end the Ukraine war, as opposed to pursuing the ceasefire upon which Trump had earlier insisted. While the talks included discussions of territorial concessions and lasting security guarantees for Ukraine, fundamental disagreements remained.
(Ambassador Comments: Trump provided Putin a win on the world stage, ending Putin’s isolation from the West which resulted from his invasion of Ukraine. The “significant” questions were, doubtless, territorial concessions by Ukraine and security guarantees for Ukraine. Putin is now reported to have demanded Ukraine give up control over the Donetsk region and agree to Russian territorial claims as a condition for stopping the war. If agreeing to Russia’s land grab were acceptable to Zelenskyy/Ukraine, the war would have ended quite some time ago. Additionally, Putin has always refused to accept security guarantees which involve US and allied support for Ukraine should Russia again attack. That Ukraine was not included in these talks seems to us to indicate that Putin, for certain, and Trump, operating without real interest in or fondness for the independent country, Ukraine, are looking to find a deal best for them without concern for what is best for Ukraine.
That Trump even found his way to the Anchorage, Alaska summit is a tribute to Google Maps, given his repeated assertions prior to travel that he was going to meet Putin in Russia. And of particular note and interest to Fredonian Embassy, was that Trump skipped lunch, a “first” to our knowledge and a possible indication of his excitement to be meeting with his mentor. )
Ukraine’s president, Volodymyr Zelensky, has insisted that he will make no territorial concessions and that any deal MUST include security guarantees that will last. Putin has always, and we assume continues to, insist on veto rights over Ukraine’s entry into NATO and significant territorial concessions. (Ambassador Comments: Trump can be counted on to insist only on being in the final photograph and being awarded a Nobel Prize whether or not this war ever ends.)
President Trump and President Putin raised the possibility of future summits, maybe in Moscow, but did not agree upon details. The Russian military continued to take aggressive action in Ukraine during the summit, and there did not appear to be a clear change on the ground in Ukraine, as the “summit” ended.
Per the 17 August 2025 edition of the New York Times, Volodymyr Zelensky will meet Trump at the White House on Monday 18 August. Zelensky will be accompanied by much of the senior leadership of Europe with him to the meeting, including Chancellor Friedrich Merz of Germany, President Emmanuel Macron of France and Prime Minister Keir Starmer of Britain. Prime Minister Giorgia Meloni of Italy will also join, as will NATO’s secretary general, Mark Rutte, and the president of the European Union’s executive arm, Ursula von der Leyen. (Ambassador Comments: Zelinskyy doubtless understands after the last meeting he had with Trump and Vance in the Oval Office that having additional bodies around him may help absorb the tsunami of tripe spilling out of Trump and Vance. It will be interesting to watch the dynamics between Trump and the Europeans, especially since Trump will no doubt have no idea who any of them is, much less why NATO sent a secretary and what the European Union is, again.)
Per the New York Times, Sunday 17 August, 2025, US Secretary of State, Marco Rubio, was much more cautious about the outcomes of the talks noting that both Russia and Ukraine would have to make concessions. (Ambassador Comments: This represents one of the more courageous statements we have heard from Secretary Rubio since he joined the administration. We have yet to get confirmation that Vice President Vance will be back from his slightly less relaxing and enjoyable than he had hoped vacation in the Cotswolds. Embassy Fredonia staff are hearing guffaws from their American neighbors and friends when they mention the VP’s summer “break.”
Clearly the outcome of this meeting was a middle finger to Ukraine, the Europeans and the US. Everyone who is not Putin, Trump or a Trump lackey is and should be worried that Putin will come out of this 3 plus year conflict, which has been devastating for Ukraine, its population and for many, many Russians, with the win he wanted when he started it. It will not be a win for the international order or for liberal democracy. Trump will claim it as a win, and continue to whine about deserving a Nobel Peace Prize, which, in the opinion of Fredonia’s Ambassador to the US would put the Nobel Peace Prize several rungs below the Golden Raspberry Awards (Razzies), which “honor” (satirically) the worst movie each year.
It seems entirely possible, even likely, that Trump will lean hard on Zelensky to accept any terms at all, thereby increasing, at least in Trump’s mind, the likelihood of his getting a Nobel Prize. Fredonia Embassy staff is considering bringing an Academy Award- like statue, etched with “Noble Prize” on it, should our Ambassador ever be invited to the White House.)

“We didn’t get there. There are just a very few [points] that are left. Some are not that significant. One is probably the most significant, but we have a very good chance of getting there.”
“You’ve got to make a deal. Look, Russia is a very large power, and they’re not [Ukraine].”
From President Putin:
“It is the elimination of these root causes that should be the basis for a settlement.”
