The Day the Institutions Stop Saying No

The true test of democratic institutions is not whether they obey those in power, but whether they can tell them no. The erosion of professional independence risks turning America’s most important institutions from guardians of the public interest into instruments of political will.

The Steady State asks this question: What happens when the people and institutions entrusted with exercising American power stop being constrained by the rules, norms, expertise, and accountability that are supposed to govern them?

We draw attention to the dangerous convergence of militarization, institutional politicization, weakened professional independence, manipulated information, and eroding accountability within our government. The greatest threat is not any single act, but the cumulative destruction of the restraints that make democratic power legitimate and sustainable. Our institutional guardrails are eroding through incremental changes: replacing career professionals with loyalists, weakening civil protections, politicizing intelligence, treating expertise as disloyalty, and redefining institutional allegiance as personal allegiance to the president for whom temporary political advantage is worth permanent institutional damage.

This week, after submitting an analytical report and letter to Capitol Hill and the Inspector General examining an unusual ‘CIA Notes,’ MS NOW reported on the key findings — and the even more important questions they raise.

“Steven Cash, executive director of The Steady State and a former CIA and Department of Homeland Security official, is sending a letter Tuesday to top lawmakers on the intelligence committees and agency watchdog offices, detailing key “anomalies” in the document… The document “departs in both style and format” from CIA drafting culture, members of The Steady State concluded, and the document does not have caveats typical of CIA analysis.”
